Makpal Shalabayeva
Bio
Makpal Shalabayeva is an information systems professional and IT leader with
extensive experience in digital transformation, system optimisation, and
cybersecurity. Her work focuses on aligning IT strategy with organisational
objectives to enhance operational efficiency and resilience.
She has led and supported large-scale IT initiatives across academia and the
public sector, including infrastructure modernisation, cloud solutions,
cybersecurity policy development, and enterprise system optimisation. Makpal
specialises in IT governance, information security management, e-government
systems, and business–IT integration.
Makpal currently works as an IT Administrator at The Strategic Centre and as a
Senior Lecturer and IT Consultant at the Academy of Public Administration under
the President of the Republic of Kazakhstan, where she delivers training on
digital skills, IT strategy, and cybersecurity for government officials and
professionals.
She holds a Master of Computing with a specialisation in Information Systems from
the National University of Singapore and is a recipient of the prestigious
international Bolashak scholarship. Her technical background includes experience
with enterprise platforms, web technologies, and data-driven systems, combined
with strong leadership in cross-functional and international project
environments.
